Organized crime in the United States peaked during Prohibition with the unlawful distribution of alcohol, despite government attempts to uphold the 18th Amendment; however with the economic collapse and the beginning of World War II, the government devoted what little resources it had to foreign affairs and stimulation of the economy rather than violence caused by the mafia. Due to suspected mob involvement in the John F. Kennedy assassination, the government quickly pursued national organized crime once again.
